Sister Libby Fernandez of Sacramento California Loaves & Fishes, which provides services to homeless men, women and children, led a group of advocates demanding a moratorium on camping citations and pushing for a place where people can camp legally and with basic services including toilets and garbage pickup.
"We've been campaigning for this for more than a year," she said. "Now we're back to square one again."
Fernandez and others said they will engage in nonviolent "civil disobedience" if campers are forced to leave, and will risk going to jail to make their point.
Police declined to discuss when citations might be issued.

Sacramento Tent City update with Sister Libby Fernandez of Loaves & Fishes at the above link..
e2a: Surprise surprise, quite a bit of media are covering the ending of the protests..
Greg Bunker, an advocate for the homeless, said most residents of the tent city have dispersed into the nearby woods or elsewhere along the river.
"They're out of sight and in smaller groups now, which seems to be the unstated policy of our local government," Bunker added.
Activists are planning a rally at 2 p.m. Tuesday on the south steps of the State Capitol calling for a legal campground for the homeless. Catholic Bishop Jaime Soto, members of the band Papa Roach and many others are expected to attend.
